Committees
The Board of Directors have established the following committees within the organization. To join a committee, please complete the form at the bottom of this page.
Welcoming Committee
Charter:
The Welcome Committee shall work to ensure new HOA members are aware of the HOA and feel welcomed and informed when they join our community. The committee shall be made up of current HOA members only. The Welcome Committee can draft documents and information packets for new members that will:
- Inform new members that we reside in an active HOA with a board and an overview of the committees
- Make new members aware of our website to gather copies of documents, announcements, covenants, bylaws, and other HOA related information
- Ensure that new members understand the difference between the voluntary Palm River Civic Association and the mandatory River Oaks HOA

The committee shall be given some time at regular meetings to present updates to the board and make recommendations for them to consider.

The committee does not have power to act on behalf of the board or the HOA unless specifically listed below.
​​
The committee does not have any budget.
​​
The committee shall exist for 12 months at which time must be renewed by the Board of Directors.
​
The Board of Directors can dissolve the committee at any time by a majority vote.
​
Specific powers:
- Draft documents to be approved by the board for publishing to the HOA website
- Draft documents to be provided to new members upon transfer of ownership of a property
Lakes/Maintenance Committee
Charter:
The Maintenance Committee shall monitor, report status, and recommend actions related to both the cul-de-sacs and lakes within the River Oaks community to the River Oaks HOA Board of Directors.

The committee shall be made up of current HOA homeowners only.

The committee shall be given some time at regular meetings to present updates to the board and make recommendations for them to consider.

The committee does not have power to act on behalf of the board or the HOA unless specifically listed below.

The committee does not have any budget.

The committee shall exist for 12 months at which time must be renewed by the Board of Directors.
The Board of Directors can dissolve the committee at any time by a majority vote.
Specific powers:
- Request quotes for maintenance of the cul-de-sacs
- Request quotes for maintenance of the lakes
- Maintain and provide updates of the HOA maintenance calendar to be published to the HOA website
Note: The board recommends at least three quotes for any recommendations.
Governing Documents Committee
Charter:
The Governing Documents Committee shall work to develop and revise existing governance documents for the HOA. The goal is to modernize and update the by-laws and present a final draft to the Board of Directors for consideration.
The committee shall be made up of current HOA homeowners only.

The committee shall be given some time at regular meetings to present updates to the board and make recommendations for them to consider.

The committee does not have power to act on behalf of the board or the HOA unless specifically listed below.

The committee does not have any budget.

Financial Review Committee
Charter:
The Financial Review committee shall review and analyze HOA financial statements that are available to members and recommend related issues to the Treasurer and River Oaks HOA Board of Directors.
The committee shall be made up of current HOA homeowners only.
